Why didn't Luke learn this AD skill?

Before I beaten Legretta at Deo Pass, I managed to get all of my characters except Natalia (whose at level 27) to level 30. Luke was the only one who didn't get the 'Special' AD skill so he could use his Mystic Artes. This hasn't happened to me before when I played this game on the PS2. So what did I do wrong?

Also, I noticed that I hadn't unlocked any new AD skills for Luke lately. The last one I got for was probably the 'Overlimit' one.

If it's the first playthrough, Luke is unable to use Hi Ougi until he has cut his hair.
