Where do I find Shiba for the Replicant Lab?

I'm almost done with my 2nd playthrough & I'm trying to find the Replicant Lab. I already saved Shiba at Aramis Spring & all the Cheagles from Ortion Cavern on both sides. Now, I know you can find Shiba in the town hall in Sheridan, but somehow I can't find him.

To add to Lukas-Tigani, after you see the final cutscene of the final dungeon, go back to Sheridan and head towards the Airport Dock section (northwest section). Approach the group of people by the tall ladder to see a scene about a replication detector. THEN go see Shiba by the meeting hall.

I found him in the Meeting Hall, on the left side of the entrance... but my memory could be wrong.

From what I can remeber you need to do this:
You need to save Shiba (OK);
Do the Mieu Fire 2 sidequest (OK);
Save all of the Cheagles in the Ortion Cavern (OK);
Talk to the Cheagle Elder (??);
See the final scene on the last Dungeon (??)
Then he will be at the Hall in Sheridan
