Can Krom class change?*gameplay spoilers*

What I mean: Is he restricted to 20 level ups as Lord and then 20 in his promoted class or can he reset his level with change proofs like other characters?

No, that's not what I meant, sry, I know that Krom promotes to Great Lord. I want to know if he can reset his level to 1 with the change proof like other characters can when they change class in the same tier.

Yes, Krom can class change. He can even class change to cavalier or Archer. And of course, LV1 Great/Lord.

Answer

Yes he can, he will promote into great lord, a ground unit using swords and lances. I do not know when or how, just that he does. I found it on serenes forest.
