How do I get more arrows?

I was fighting Phantom Ganondorf, when I ran out of arrows, while I was shooting him when he was coming out of the pictures. I also know that the market is full of zombies and the shops are destroyed, so how do I get arrows while fighting Phantom Ganondorf?

I don't think you can get more arrows mid-battle against that guy. You could resort to using your hookshot, but it would probably be better to save, quit, gather more arrows, and then re-fight the guy.

Answer

To get the two Quiver upgrades do the following...

1. Successfully hit every target in the shooting gallery as an adult.
2. Score 1500 points or higher at the Horseback shooting place by the gerudo fortress.
