You get both Wallet upgrades by collecting the Gold Skulltula tokens and returning them to the house in Kakariko Village.
10 Tokens: Adult Wallet, holds 200 Rupees
30 Tokens: Giants Wallet, holds 500 rupees

You do not need the upgrades to finish the game, but there are a couple things that cost more than 99 rupees.

Bombchu can be bought in the Haunted Wasteland for 200 Rupees.

Goron and Zora Tunics sell for 300, IIRC.

You can also find Skulltula Tokens in all the Dungeons and temples. They're all over, but that's where the majority appear.

You can also find them outside, but only at night. Save this stuff for a 100% run later and use a guide.

Partially correct. The Goron Tunic goes for 200. But unless you should by misfortune get too close to a Like-Like (and don't kill it quickly enough or at all), you shouldn't lose the free one of each you receive.

Is it really speed, or do you just have to not leave the room? (I did accidentally once get eaten by the Like Like on the platform in the shadow barrier of Ganon's Castle, and got spat over the edge - NOT GOOD!)

If you want to catch a commonly missed cutscene, buy the Zora Tunic before you free King Zora. xDDDD I don't think this is possible with the Goron Tunic and Goron Link, though, since I don't think you can buy it as a kid and the Goron Shop is closed until you talk to Goron Link.

As for other things to buy worth more than 99 Rupees... there's really nothing for me, even when going for 100%, though on one playthrough (and possibly for a Let's Play) I may buy Blue Fire from the Kakariko Potion Shop to free King Zora so I can get Biggoron's Sword early on, though usually I just enter the Ice Cavern, grab the Blue Fire, and leave immediately. Also, just for fun, I always get the Giant's Wallet and drain it before selling the Bunny Hood to the Running Man xD
