What am I supposed to do at the bay?

The second level,Jolly Ranchers Bay I believe it is called.

I went down to the ship. I went inside,and went into that room with all the chests. Now what? I see one of those star blocks but...I can't jump onto it,I'm underwater.

Also,there is no way to get out,right?

You have to open the chests in the correct order (just swim over and touch a lock to open its respective chest). This drains the water, allowing you to retrieve the star. And no, there's no way out of the ship (aside from gaining the star, of course).

The order is hard to explain, but as you go in the ship there's 3 chests arranged in a triangular shape, and a 4th chest outside this "triangle". The first one to get in the chest that's not in the triangle, then, the 2nd one is the furthest chest from the 1st chest, on the side opposite to where the star block is, then the chest on the other side, then well there's only one left and that should be obvious. As I said, it's hard to explain.
