Just to let you know, DWF torchic's don't exist unless they are hacks (all DW starters are inherently male, and usually JPN events). I think there were some Korean as well, but I'm not entirely sure.
Someone should be able to help you with the bagon though. Try some of the DW trade shops.
The torchic would still be doable, but if going for "legit" it's going to be male, or a clone in most cases. You either hack it or are lucky enough to find an extremely nice person willing to clone one for you.
At this stage, they're all hacks or clones anyway since the event is long over and it was only for a limited time in Japan.
Cloning seems to have a less negative stigma than hacking, but technically......still illegitimate IMO.
Keep in mind though a good hacker can make them seem legit enough, at least so it would be usable on nintendo WFC/random wifi.
If you don't care about legitimacy, the hack will serve you just fine. Clones are about as legitimate as you're going to get since in essence they were copied from the real data of the actual pokemon. There's probably plenty of nice people willing to help you out with a clone as well if you ask. (Again, granted they actually have one). They're quite rare.
Salamence with moxie isn't as issue, since you can get DWF bagon's to pass down the ability. DW starter pokemon (such as torchic) are male only, therefore you can't breed them. --- We trained harder than you today, and we're gonna party harder than you tonight. Mint with the crew.
