Only Intel is doing that, and that's because a) they were getting their ass kicked in the power consumption arena 5-7 years ago, b) they're already SO far ahead of AMD in the performance/clock cycle department that they can kick it into sixth gear and cruise for a while, and c) they've essentially become a utility company considering the ever-lengthening hardware lifetimes in the industry; in order to grow revenue they need to target new markets, mobile would be nice except that x86 inherently sucks in low-Watt applications.

ARM performance development is still full speed ahead.

I agree with you with the caveat that there's also a big push to bring x86 mobile. Windows RT was a stellar flop and they ruined their marketing for the x86/amd64 based tablets. Lenovo, acer, samsung etc are all making them (I have a corei5 win8 tab, it's insane). x86 might not be fantastic for small devices, but intel is certainly making it happen at any length. Without any "real" competition in the chip industry the Juggernauts are free to focus on any favorable market w/o fear of competitors gaining share in other niches.

no one ever said they wouldn't try it, in much the same way that no one ever said MS wouldn't attempt to make their OS mostly .Net.

But as in the latter, the former will find themselves moving to native to compete.

It's much like unit tests. The goal isn't to write tests, it's to have stable software. The goal isn't to have everything in the browser, it's to give the user an experience.

That is a myth. Take a look at this writeup on the new Atom architecture being released later this year:

From the article: "One area where Intelís architects spent considerable effort is reducing the number of instructions that require microcode. Since each microcoded instruction has 3-4 cycles of overhead, this can yield substantial performance gains."

Since higher level instructions typically get broken down, there's nothing inherent in the x86 instruction set that prevents low power products.

The best way to find out what is and isn't possible is to try an do it.. I think I will start toying around more with various web techs.. I have been growing more and more curious about SVG and the possibilities for game development.. people like famous make me think there's a possibility.
