tracking device in TWIC cards?!?!?!

What is TWIC?

I heard that the green border on the edge of the front of the card is actually an antenna that the US government can use to pinpoint your location. Is this true?

Also Lockheed Martin sold the tech to put the smartchips in the cards right around the time their stock was planing out. Sounds like someone got a corporate bailout from Uncle Sam (your buddy).

TWIC stands for transportation worker identification credential and basically it's a card that says you've had a background check that says you have a clean record. once "cleared" you get a card that allows you to work aboard certian ships and airplanes that require you to carry the TWIC card. I don't know anything about a "tracking device" on the card.
