I notice that Arkansas and New Mexico are ahead of Texas, and they are also border states. Do they teach abstinence education to their new residents?

New Mexico based on my research doesn't have rules for sex education and it isn't mandatory either. It isn't mandatory in Arkansas or Mississippi either, but both states have abstinence-only policy like Texas.

Edit: I just realized Arkansas isn't a border state. If you want Arizona as an example, it stresses abstinence too.

Arkansas is a border state now, according to prezman.

NM resident here. Can't speak as to why the teen birth rate is so high. Could just be because of the large hispanic population %, culture here. I remember having health in 7th and 9th grade that went over everything you need to know about safe sex, so...*shrugs*

NM has high poverty rates, so that might be related.
