Best Possible Setup for a Wind Druid?

Planning to make a windy druid. What's the best possible gear set up for a wind druid, so I know what to strive for?

No idea what this means.

That said, there are a lot of good setups that work... a couple of things you want to shoot for, though:

-at least 99% FCR, 163% if you can manage it (the 99% breakpoint is pretty much vital IMO, 163% is nice but not necessary).
-some +skills, you'll ideally want as much as possible (15 or more should be sufficient)
-resists, you want to be positive but they don't matter all that much
-as much +life as you can get, since oak sage boosts it to absurd levels

Here's what mine uses, I won't say it's an ideal setup but I can't imagine getting much better:

"Delirium" Wolf Head, with +3 Tornado and +3 Hurricane
Skin of the Vipermagi, 34 res, socketed with Um
Crafted amulet (+2 druid skills, 18% FCR, 46 life, 20 mana, 4% mana regen, 50% PLR)
Arachnid Mesh
The Stone of Jordan
Scintillating Ring of the Apprentice (15 resist all, 10% FCR)
Magefist
Aldur's Advance

Weapon switch 1:
"Spirit" Broad Sword, 35% FCR
"Spirit" Monarch, 32% FCR

Weapon switch 2:
"Call to Arms" Divine Scepter
"Spirit" Monarch

In inventory:
5x Natural Grand Charm (+1 elemental skills)
Hellfire Torch (+3 druid, 13 stats/20 res)
Annihilus (9% exp, 19 stats/14 res)
Gheed's Fortune

That setup gives +22 (+23 after Battle Commands) to Tornado and Hurricane, at the 163% FCR breakpoint. I'm on Single Player, so I don't have access to a lot of the so-called best items out there, but even disregarding that, this setup works extraordinarily well. For obvious reasons, this is a PvM setup - I know nothing about PvP.

Replace his set up with a few items:

40 Heart of the Oak.
Enigma.

Crated items are items made from the cube, I don't have any Godly crated items myself, but I have seen some pretty extraordinary items.

That's arguable, and also much more difficult to come by.

Spirit > HotO in my opinion, and not simply due to rune cost. It's very difficult to make up that 55% FHR that Spirit offers, and given that you have to be in close to cast Tornado, FHR is vital in keeping you able to fight if things are hitting you.

As for Enigma... well, I'd much rather have the ability to get max FCR, and Teleport doesn't strike me as terribly useful really - sure, it's nice, but it's not worth the runes and it's certainly not worth losing the cast rate breakpoint. I can see the utility in PvP, but honestly... why?
