Open up the archive the skin is in, what is the name of the first folders you see without going into them?

Ok then, extract it to Program Files/Steam/Steamapps/username/team fortress 2/tf or wherever your TF2 is installed.

Hm, go into the "tf" folder and see if those materials and models folder are there. If not, you did something wrong and need to try again, if so, test it in offline practice instead of a server since it could have been sv_pure.
