Ok i've seen this twice, first time I was a medic and there's an enemy pyro in front of me, I pull out needle gun and start shooting and he airblasts all of them back at me, I was like wtf? The airblasts were extremely fast. Probably about smg speed. You could hear it being fast too, so it wasn't just graphical and I was receiving damage from my needles. 2nd time I saw it was from an ally.. so i'm wondering, what is this?

You can reflect anything that is a projectile that doesn't hit the target instantly. So, needles, flares, rockets, grenades, stickies, that sort of thing.
I don't know how someone would do the airblast in small puffs though... Sounds to me like a server mod. If he did normal airblasts quickly, it would use up all 8 shots in no time flat, and that's assuming he has full ammo when he starts.
