No it doesn't, shooting any top part of the hat will not get you a headshot. I would actually say that its an anti headshot hat because it makes people believe your head hit box is actually bigger than it is.

Confirming hats dont increase it. Tried it on an engy wearing tower of hats who was hiding behind some barrels, could see the hats fine but not his head so tried sniping, full charge, the hats as low as I could, nothing. And later tried the same thing again on a scout with baker boy, still no hit.

i played a match yesterday on yukon with the towering hat. i tried hiding behind those wooden half-walls at the end of main going into 4th.

it didn't work.

Halo is pretty much a glowing "shot me" sign if your a sniper. Larger and more visible hats make you more visible = easier to notice = more shots in your direction.
