I used to play with the IFA guys, they're not particularly good at HL, they put in a lot of effort and get no real results.

i should have been more specific. i was referring to the IFA in the steel league that's currently 9-0 and providing some really solid competition for high silver teams.

Proof: IT6 in UGC Iron does not scrim or practice at all (I know this because the medic on my 6s team plays for them) and are 6th (7 and 1) in UGC Iron, while IFA Gamma is 6-3 and I assume they scrim.

well there's your problem.

Yeah, they play pretty much through sheer DM. Seriously, Vij, Polar, and Testify are all a lot better than UGC steel players.

No, TF2 is meant to be played 12v12 on terrible A/D maps with crits on and no class limits.

Mathematically, how good the average hl player is not determined by taking half of 10.

Do note that the question ask how good an hl player is, on average, relative to how good the average player is.

i like playing in steel because i just get to out DM the other team's scout lol.
