Well... I could say 10% faster movement when drawn and not firing, and -20% movement speed when firing. This is to make Pyro's flanking ability easier, but also somewhat discourages blind W+M1.

Something like this is what I'd do as well. Gives Pyro the ability to actually flank with the weapon that is designed for flanking

I would say give it a speed bonus in exchange for a massive speed penalty upon taking damage, as well as more flame damage but no minicrit reflects

Homewrecker is one of my favorite pyro melees. I'm not a fan of the Axtinguisher because it seems redundant next to the Flare gun. It is great to have when you're helping an Engineer and it is especially effective against box toting gunslinger engies.

I got a good idea: give it health on kill like the Powerjack. So, you successfully amush one group of people and kill at least one person before they react, everything is in favor of the rest of the ambush (by now you're holding W and M1) killing more people!
