You need to have Crystal to do it - same with Flamethrower and T-bolt.

Or you can send your Dragonair to RBY and teach it the Ice Beam TM.

Actually, the Pokedex in Donald's FAQ includes what RBY TMs the original 151 Pokemon can learn.

zesoup is just saying the info was there and easy to find, so look harder next time. And if you meant an Ice Beam TM in the GSC games, you could've always looked at the list of GSC TMs (and discover one doesn't exist in the second-gen games).
