I like to keep everyone even. Works better in my head that way, and I like using all 6 characters.

Just for fun really plus I like having specific roles for each character earlier in the game. I never remove Balthier from the party though, I'm usually swapping out the other 2 characters often.

Within a few levels, yes. I constantly rotate people around. I make everyone specialized, so there's some more variety to be had than with a dedicated team of three people.

It's not like leveling in this game is hard or anything.

When 2 or even all 3 of my party get unlucky enough to be KOd by darkja then I appreciate having levelled my reserves.
