I know very little about finding files in the computer, so I'll need detailed help, so I don't ruin anything on my PC
only reason I wanna enable cheats is because I have literally beaten this game (legit) more than a dozen times.....probably approaching 2 dozen, so I feel like playing an "overkill" save for the hell of it
Find your KotOR folder (I can't help you there cause I don't have steam, but it's something like (C:\Program Files (x86)\Steam\steamapps), then look for SWKotor.ini
Open that up in notepad (right-click, open with, then Notepad), then add "EnableCheats=1" (no quotes) under [Game Options]. Then press ~ to bring up your console menu in-game.

^I cheats may be disabled on games you boot through Steam. I bought the Best of PC several years ago, and have successfully used cheats on both KOTOR and Jedi Outcast. For a while, I had Steam set up to include non-Steam games on my computer in my library so I could boot them right from Steam, but I found that the cheats didn't work anymore for Jedi Outcast. I could boot the program from the start menu and they would work, though. I never tried cheats on KOTOR booting through Steam, but I think Steam may somehow disable cheats altogether.
That said, if you bought the game from Steam, I think it is very likely cheats are disabled on it.

you could use KOTOR save game editor (KSE) although i'm not sure if it does work on the steam version. it works on the D2D version i have though. --- my mind is playing tricks on me
