Tabards giving faction reputation?

I see people wearing things that give faction reputation as experience is gained. Is this something exclusively for 85s to wear through dungeons, or as a level 24 can I wear one while leveling up to gain reputation with a given faction? If so, where do I acquire these?

At your level, your selection is really limited to the home city factions. You can buy their tabard in their respective cities; the vendor is near the flight master. I don't know whether worgen are in Darnassus or Stormwind, but goblins and trolls are in Orgrimmar.

The vendor's on their faction mount, so it should be pretty easy to see.

This depends partly.

You can purchase a player-faction tabard from capital cities (always near the flight master, so alliance can get the human one in Stormwind, worgen and night elf in Darnassus, dwarf and gnome in Ironforge, draenei in the Exodar. Horde can get tauren in Thunder Bluff, forsaken in Undercity, blood elves in silvermoon, orc, troll, and goblin all in Orgrimmar. The quartermasters all sell a tabard to wear, and they give you reputation with the city while you run any dungeon (with the exception of Outlands dungeons).

There are also Northrend faction tabards for about 4 of the Northrend factions, available from their quartermasters when you hit friendly. They award reputation while running level 80 dungeons (namely, WotLK heroics). The new cataclysm reputations also have tabards on their vendors that award reputation when running level 85 dungeons, available on their quartermasters as well.

They don't give you rep as you gain experience, however. They just give you reputation for killing most dungeon mobs, with a bonus amount when a boss dies.

The Worgen Tabard Vendor is in Darnassus right inside the portal and the NPC's Title is something like Gilneas Vendor

I was under this impression too, but just yesterday I ran ZF with my 80 Hunter while wearing the Goblin tabard, and the mobs weren't giving me rep. Just before this run, I was running through WC and I was receiving the rep. Does anyone know why this happened?
No shirt, no shoes, no service.
