IS it Champions hall in SW? And what about the shoulder enchant, where do I get that please?

Try Curiosities and More in Dalaran. There's at least one vendor in the place that sells the weapons.

in dalaran go to the area with the portals. on the right, there are stairs. go up em, and look for the vendor behind the desk. he/she (cant remember which) sells heirlooms for emblems of heroism.
In wintergrasp (only if you have it, of course) go outside the place where VoA is. as you are walkin up to it, turn right. there is a vendor. he/she sells heirlooms for stone keeper's shards.
