Any computer can play WoW on lowest settings. What you want is a computer with:

1. Windows Vista Home Premium and free upgrade to Windows 7
2. At least 2 GB of RAM
3. A dual-core Intel processor
4. A graphics card - not an "integrated" one or an "accelerator"

If you have all that, you'll be able to play most games at reasonable settings. This is the bare minimum you should take for any computer, though.

I built the computer I used until last year back in 2000. That was before wow came out and cost me $1500 to build. When wow did come out I was able to play it fine, and even now with the new expansion it works fine so I think i did a hell of a job. As for the cheapest premade comp to run wow, I would not have the slightest clue since I use a laptop now. You can check newegg.com for some ideas. You can also set a price range to help you.
