Seriously why and when did they remove buffs carrying over zones?

bummed as many buffs as I could in stormwind for the Brawler's GUild, since you know no one does that place anymore and you NEED to be buffed to kill the higher ranks.

Anyway, yeah, the buffs don't carry over. I mean seriously? Why did they change this? Was it really that gamebreaking?
