It says I should get as much mastery as possible but should it get hit/exp cap first or just take what I can and just keep boosting mastery? I've been getting different opinion and wonder if any feral druids know.
4 and 1 odd!

Go for the caps first. I focused on mastery and it's amazing how often I miss even with like a 3.5% chance to miss boss mobs.

technically, you don't *NEED* the caps. Simulations can attest to that.

however HAVING hit/expertise makes a huge quality of life improvement as you won't need to be so into reacting to a miss.

Another consideration is if you're taking DoC (and technically you should be for PVE feral), since a miss with the buff active will still consume a stack.

I know in darkness I will find you, giving up inside like me.
