This is false propaganda and there's plenty of evidence proving otherwise. It's pretty simplpe to test yourself, too, I can easily notice the difference between 60 fps and 30 fps.
However, you are still going to be limited by the refresh rate of your monitor, no matter what beast of a computer you have.

Run your pc through this site for WoW. It will give you an idea on how close you are to running on max and where you can improve if needed etc...

Yea... No. You're confusing when the eye starts to see motion as fluid, how fluid that motion appears and the ability to discern individual frames. Most people would see 60fps gameplay as smoother and more fluid than 30fps. They'd also generally describe it as 'faster' but i dont know why that would be. If you run with Vsync on it very clear when you're dropped to 30fps as an example of being able to tell he difference. Between 50-60fps as some people say? I'm not believing anybody who tells me they can see that.
