And what amount of people would make it the easiest? I'm a little confused about flex raiding

510 is a good point to strive for. 500 is fine for dps if they know what they're doing (and you know they do), and have decent weapons.

500 if you know the people and they are good at the game.

510 for Pugs.

I've seen some pugs trying to get 520 tanks though.

It depends on the group, if you're pugging I'd look at a higher ilvl than if you were doing it with a regular team. Our mains have quite a lot of normal mode gear so we are able to easily carry an undergeared character to gear him up a bit but otherwise I'd go along with the majority here of around 510+
