I'm 100% positive Hugo's chapter is meant to be played first *spoilers*
I know its up to the player and suikoden 3 has a ton load of choices compared to the typical jrpg, but no question in my mind, Hugo's chapter was meant to be played first.
Come to think of it, I honestly don't remember what order I did the chapters in my first time. I know I did Hugo's first, but I'm not sure if I did his remaining 2 chapters or went on to Chris and Geddoe's. I really don't remember at all. Do you guys remember which order you did the chapters in on your first playthrough?

Most of the guides/walkthroughs out there differ somewhat in what the 'best' order is to play the chapters, but I tend to agree with you. The story has a better flow, in my opinion, if you begin with Hugo's chapter 1. I tend to play Hugo's chapters first all the way through the first three chapters.

not exactly, but i think it was Chp 1 Hugo --> Chp 1 Chris --> Chp 1 Geddoe --> Chp 2 Hugo --> Chp 2 Chris etc. and after finishing the Chps 3 by each i did the ones from Thomas. after replaying the game 3 more times i still think i liked my first order of play the most. very well possible that knowing how the story would unfold mattered a lot in those replays tho
i also think that certain scenes are different or not happening at all. for instance, if you start Chris' Chp 2 where she has received her father's memento before having played Hugo's Chp 1 you won't see him delivering it to the butler. that, or my memory is completely broken.
so yeah, i agree with OP: Hugo Chp 1 seems the best way to start the game

The recommended "natural" order which most guides give are there to include all the special scenes if you do the requirements to trigger the scenes in each chapter. There's a guid dedicated just to those scenes.
However, when I first played through without a guide, I picked Hugo first. I picked him simply because he was the default selection and I had no idea what the Trinity System was about, then. So I picked the one that the game initially placed its cursor on, which was Hugo.

I know the segment in the manual on the TSS is short (half a page, tops), but I still think it explained it well enough.
As for the topic - I agree, Hugo 1 seems the most suited to "easing a player into the game". AND the story. And it's definitely better seeing the end of H1 before you see the end of C1.
