I usually focus on strength, then defense and speed, and lastly wisdom and spirit. However, you won't make anything wrong if you focus on speed. Strength becomes unneeded later in the game when you can buy strong weapons.
At the start of the game, you'll want to up your speed a bit for all your digimon, to prevent the bosses getting two attacks on you per round, and if you increase it enough, you can start getting two attacks per round instead.
The Physical digimon will want their Strength being raised (Kotemon, Kumamon etc) As these digimon have barely any magic attacks.
Likewise, the magic using digimon (Renamon mainly) will want their Spirit increased.
Patamon is an exception, as he is the main healer of the game, and should have Wisdom increased along side Spirit.

Omnimon and the Imperialdramon line have mostly magic as well, so should I really focus on spirit for Agumon and Veemon as well? Rigt now Agumon is level 22 with 290ish spirit and 900 attack with equips and I know my skill level 20 skullgreymon does jack to enemies with his 2 magic attacks. Both Veemon and Guilmon are comparable. Am I SOL, and should just start over so I can retrain my partners properly?

There was a time i was only training moonmon because he lvls up fast than the others, he was the strongest on my team. I just train strenght and defence. He is a very good digimon because he learns skills that are effective against other digimon.
I just realised myself how quickly Monmon levels up. Despite this I intend on replacing him with Veemon a little later on in the game. Anyway, thanks for the advice - I think I will focus on Strength primarily and have Veemon replace this role when I can get him.
