Dungeons & Dragons: Shadow Over Mystara

I was reading the FAQs, and they talked about rumors regarding items/weapons. I was wondering if anyone ever confirmed the following:

1. Does the Rod of Fire increase the damage done by Burning Oils?
2. Do the elemental rods increase the attack power of their respective elemental swords?
3. I found this in the Magic-User's Manual:

"Cleric's Hat - it's rumoured to make the Lightning Bolt spell a lot more powerful if the magic user wears this hat."

Is this true?
