I've tried to get him to gain a level to see if he would get even more screwed up, but there is some kind of problem with his exp too. I just gained a few more levels with Raja, and he is definately on gaining Wrens stats now. I can also confirm that he is leveling up without an in battle message. When he hits the necessary exp he just goes up a level.
As far as I can tell no other characters are being affected. I'd like to see the following scenarios: -Rune levelled to 99 without any other characters, see if Gryz gains Rune's stats. -Seth levelled to 99 without any other characters, see if Kyra gains Seth's stats. It could also just cause craziness since Seth is at the end of the table. -Chaz levelled to 99 without any other characters... no idea what that would do.
Surely several of these have been tested but I don't know if anyone documented it.
Two years ago, BigNailCow made a patch that, among other effects, modified the experience table so that every character would start at level 1 (details at http://www.gamefaqs.com/boards/563334-phantasy-star-iv/54336598).
