Is Shin Akuma in this or not?

I know he's in Second Impact but I've heard rumors that he's in 3rd strike as well. If he's not in it then how come his stage has been converted to MUGEN?

Shin Gouki is in the arcade version of the game, but he is incomplete.

Short of playing on an Emulator and using cheat codes, you can't really access him or the stage.

cause he is broken and they felt its unnecessary to have TWO akumas?

They were undecided as whether to fully complete him or not, so they just left it there.

What do you mean that he is broken/incomplete? I thought he was basicaly a re-colored akuma with 2 air hadokens instead of one.

He's also faster and does more damage. IIRC his raging demon travels faster / farther.

Also, he's incomplete as in they didn't finish the character completely and some of his moves have completely wonky properties.
