hmm... I just did it again, I guess I can always do it after I get the sword as long as I don't press Select (that resets it to only being at 1).

Yes, I had both the Sword of Thunder and the Storm Bracelet equipped when I got Crystalis.
Since you lose the Bracelets when you get Crystalis, pressing Select then causes the game to register that it is only at Level 1. As long as you don't press Select, the game will continue to think that you have a Bracelet equipped.
I also found out that you can trick the game into thinking that you always have a Ball equipped. Such as, have both the Sword of Water and the Ball of Water equipped when you get the Blizzard Bracelet, the Bracelet will be unequipped yet the game still registers that the Ball is equipped(the Level 2 is still at the bottom of the screen). As long as you don't re-equip any of the Bracelets, you can then switch between Swords and still have Level 2 available.
It's a great time-saver since you don't have to keep swapping Swords AND Bracelets to get the Level 2 attack. Of course, when you get the Sword of Thunder and the Ball of Thunder, you'll have to repeat the formula when you get the Storm Bracelet. And even then, you'll eventually need to equip the Storm Bracelet to beat the game...

Once you get the bracelet, you always have level 2 available with just the sword equipped, regardless of anything.
Try it. It's the best part about getting the bracelets. You no longer have to activate two things. --- "Together we stand, divided we fall."
