How DO you get Jeff to fix broken items?

The starmen guide says level him till his iq is 12.. and he'll fix broken air gun and broken iron.

Except... i check my status, my iq for jeff is already 13. What the hell? Could anyone give me specific directions?

I've always gone with the theory that if you have the protractor and ruler, he'll have a better chance of fixing stuff. Don't know if that's been tested yet or not.

It's been tested. And they make ABSOLUTELY NO DIFFERENCE other than wasting a slot in your backpack.

When they say 12, they mean it's gotta be at least 12, it doesn't matter if his IQ is higher. If he's at 13, he'll fix those items without doubt, which can nonetheless take a few sleepovers.
