Third Little Sister missing???

So i'm about to take the elevator and go to the second location of Minverva's Den and a third little sister is missing. I've saved 2 of them so far, and one is still missing and i've search and visit every single locations on the map twice.

She might appear on the map, hit select and see if you see a Little Sister icon.
