if the city is alive, then why isn't Dante tripping every 3rd step?

i mean, all it has to do is trip Dante by raising or lowering the ground unexpectedly during battle randomly, and Dante will eventually be forced to make a mistake and get killed. or just make a hole suddenly appear under him and when he tries to angle lift, make his target move towards him, so he'll go nowhere. if he tries to glide, then make another hole appear. if he tries to jump, move a brick wall on top of him....

I'd like to say that it's because Limbo has rules to how it can manipulate its body but I know that Ninja Theory is to incompetent to understand something like that.
