Bayonetta is told by the Mysterious Disembodied Voice to protect Cereza, stating that she is the key to her memories (or something; I was kinda busy ogling Bayo at the time). Given that Bayo is after her lost memories, she complies. As for why Cereza is in such a place,
it was so she could meet Bayonetta, her older self kicking ass, so she could be her own role model, also awakening Bayo's memories and power in the process. No, it's not a good story, but they explain it all, at least.
Also, that bit about Jeanne was hastily typed and really should have been "that's obvious, given her role". >_<
