In terms of combat ^ (including enemies/bosses/difficulty/etc)
I dislike DmC with a passion but saying it's worse than DMC2 is laughable. DMC2 is one of the worst hack 'n' slash games I've ever played.
Mostly ranked 4 above 3 for Dante's on the fly style switching, giving combat more depth IMO, and for being able to play as Nero (Exceed system is pretty fun). If I were to rank them as a complete package, i.e. story/combat/setting/character/etc all at once;
