I think it's a way of Capcom pulling out. As mention in the article, it's a way of saving money and based on the games sales; is it worth it?
Then again, this IS Capcom; who charges $.99 to change an outfit color! So maybe even if the game was successful, it's a great way to earn that supplementary income.
