So why are the console version 30fps and the pc version 60?

Strictly speaking, it's not even made to run at 60FPS to begin with so there's still tons of input lag. It just makes textures less garbage.

Is it impossible to run a UE3 game at 60FPS on a console? Or at least 40-45? (I think Bayo ran at 40 or 45?)

Consoles cannot handle the tameemish design of this game; different elevation, moving platforms, game engine not designed for it, large and dynamic backgrounds. So graphics> gameplay for a franchise and genre that depends on high performance and responsive controls; to fit the fast paced action and execution requirements for combos and game mechanics.

Dat game directior and Dem development decision. Breaking the myth about honest and intelligent video game developers and directors in general. Always spot on with decisions and understanding of their work without taking personal matters and preference.

Blame tameem for most of the part, and partially consoles for their incompetence and being outdated.
