So why are the console version 30fps and the pc version 60?

The character models and cutscenes look great. The environments look like complete ass.

Looks fine to me and your picture is way to small to notice any problem.

Notice the massive jaggies on the door on the building on the left, and basically everywhere. The textures lack any sense of depth. The windows and stuff on the buildings look like they're all one flat surface. The ending of certain textures leading into new textures is hideously apparent as well.

This one does an even better job of showing off the really bad textures.

The ground... the bark on the tree, the stone wall and pillars... all really bad. You just don't notice it as much when a game is running at 60 FPS, but MGR is pretty ugly.
