what is this mode? is it a new mode? what will be the pre-order map?

This is the mode you'll keep getting kick from and unable to find a match because some people don't have some maps while others don't have others.

hope you get to play as all the resident evil cast on the mercs mode
some chaaracters are going to be dlc I would guess
Even though claire does'nt seem to be in the main story id like her to be in the mercs mode

We should get

Claire - DLC
Ada
Rebbecca - DLC
Hunk -DLC
Carlos - DLC
Billy - DLC
Barry - DLC
Parker - DLC
Jessica - DLC

lots of dlc lol

Merchenaries mode isn't capcoms idea they it from someone, only the merchant character was capcoms idea not the dlc mode.
