It's obvious that alot of people are gonna prefer Nemesis because of nostalgia. The name alone brings back great memories from RE3 for me.

Definitely Nemesis, for many reasons.

The Ustanak looks ridiculous and doesn't appear menacing like Nemesis does. Sure, the Ustanak is humungous, but he just looks like a big oaf.

There was something eerie about the Nemesis. Even though he may not be around, you always had that fear of him being nearby. The Ustanak isn't sneaky, he's just in your face. No buildup, no tension... he's just there.

This. Nemesis was more than just a monster, he seemed like the Terminator, in a way. He had purpose, sort of like the Big Daddies from Bioshock.
Ustanak is huge, menacing, deadly, and he has some badass abilities, but he just seems like a dumb animal that chases you around everywhere. Of course, I haven't finished Jake's campaign yet so I don't know what Ustanak's actual purpose is or who sent him... but Nemesis' purpose and character was loud and clear after his first appearance.
