Jessica and Raymond were double (or in Jessica's case, triple) agents who worked for Tricell. The woman Jessica was talking to in "Jessica's Report" was actually Excella. As for Ada, she cut off ties with Simmons after the Raccoon City incident, so no the organization she works for isn't The Family.
