Leon is too busy trying to save himself. He crashes everything he drove or piloted in RE6, so how can he try to save anyone else?

- Didn't save Robert Kendo of the Kendo Gun Shop.
- Didn't save Marvin Branagh; an R.P.D. officer.
- Didn't save Ben Bertolucci; a Raccoon City reporter.
- Didn't save Annette Birkin.
- Didn't save Ada Wong... but she lived anyway.
+ Saved Sherry Birkin
+ Saved Claire Redfield

Resident Evil 4
- Didn't save Luis Sera.
- Didn't save The Merchant; didn't even care about his safety off the island.
- Didn't save Mike the helicopter pilot.
+ Saved Ada Wong.
+ Saved Ashley Graham.

More harm than good, but most of that was out of his control. Even in RE6, most of the people who died under his watch were out of his control of the situation, too. Then again, Chris lost a lot of people, too. To quote a conversation from RE5 which pretty much sums up both Leon and Chris for this topic:

-In result of the previous statement, he almost got Ada killed

like candy_girl said in the 'what if scenario' topic, most of these were not his fault, but the same can be argued about other charcters.

it's not a matter of having to save these people--he doesn't have to--it's more about taking charge. he commented throughout his entire campaign how much those people deserved to have lived, it made him sick to see them die, yet he let everyone die. and by let, i mean, he didn't do anything to try and save them, he simply joined them and tried to escape, leaving a trail of destruction behind.

You forgot about the two Spanish local cops that escorted Leon to the area at the beginning of the game. =P

But yeah, the two cops, Luis, and even mike were out of Leon's hands. Poor Mike...he was my favorite character too...
