From my experience, it does save progress.

I ended my session abruptly before it's supposed to save in No Hope and when I reloaded it again, it remembered all the Herbs & ammo I used, as well as remembering how I only have one block of health left.

There is no such thing as a "Quick Time Event done right".
A game that has Quick Time Events is a "video game done wrong".

This is correct. It only saves (typewriter icon) when you reach a new map. For example, there are five maps in Leon's first chapter: Campus - Visitor's Room, Campus, Underground, The Town, and Gun Shop. Save points are also checkpoints, obviously.
