While I am aware of the government being willing to overlook a person's criminal past if they are good enough, the DSO seems to be somewhat more uptight, possibly because they're given authority over the other government agencies.

Indicative of this, they were considering Helena and chose not to, just because she shot and wounded her sister's abusive boyfriend for hospitalizing Deborah. And that strikes me as less of an obstacle than Jake's: foreign national, mercenary, child of Albert Wesker.
