Honestly, I think it make sense for item drops to occur sometimes.

Zombies of police and soldiers should drop ammo, while it should be no surprise if zombies of even civilians to have ammo and first aid kits.
After all, the protagonists of Outbreak were all everyman (and women), so there's a chance that these well-equipped people become zombies and are carrying supplies around on their person before being shot down.

Funny how people complain about item drops in the newer RE games.

They've been around since RE2, except only by Mr. X.
He drops Handgun, Shotgun and Magnum ammo and yet isn't actually seen carrying a gun.

Ikr funny how people complain about things in re5 and re6 then when I point out they were also in their fav re game they start defending their fav re game like their life depended on it. Its amusing listening to their excuses as to why its ok to have it in their fav re game but not in re5 and re6.

Revelations also falls on the third category, in which special enemies drop rare weapon customization parts if defeated at certain points of the game.

Also, the Undertaker/Cleaners from Survivor.

There are no explanation to how they were created (whether T or G-virus) but they were intelligent B.O.W.s that coordinated themselves and used sub-machine guns.

And yeah, they're canon.

Monsters dropping ammo and health all the time has no place in survival horror. Aint much else to it.
