This, the title should've been "What do you like the 'general grunt' character's intelligence to be?". With this title, you're obviously trying to lead the polls in the favor of the mechanics you like, it's obvious to everybody.

Having said that, I'd prefer my enemies to be driven by animalistic feelings, namely the need to feed. I don't like grunt enemies that follow orders and fire guns, as it makes the game feel like "Action Movie with Zombies", and I don't like that.

There are just too many RE creatures for that.
Generalizing is better since a lot of them can be grouped together.

They actually do, in certain cutscenes.
For example, you see Ganados engage in conversation together in RE4.
I'm pretty sure all the townspeople in the prologue of RE5 were Majinis. They look and behaved like real people.
The J'avos were intelligent enough to carefully escort Jake out of his cell and even put on handcuffs on him.
One of the J'avo was carrying a PDA that Jake snatches and uses for the rest of the game.
It's safe to assume that the J'avo is smart enough to use it.

They are trained to specifically attack anyone who trips the Seeker bots in Code: VERONICA.

Pure aggression can only get you so far.
I think it's scarier if the monsters are suprisingly efficient with their killing methods.
Or possess enough intelligence to actually operate elevators to chase you or cut electricity to trap you.

Being able to have a conversation doesn't make them as intelligent as humans.
It doesn't take that much brain power to put handcuffs on someone either.
And was it shown using the PDA? No he wasn't, so no it's not safe to assume he could actually use it, besides it doesn't mean much if he could use it anyway.

None of this is even remotely shows that they're as intelligent as humans, I mean hell, they'll run right up to you full force, then stop dead in their tracks five feet from you and start walking slowly, they'll put their arms up in front of their faces to block bullets as if that will magically stop a hot piece of metal from hurting them, and some will just stand there while you're shooting them.

Yeah...saying they're as intelligent as humans is complete bull.

Communications using human language, ability to operate heavy, complex machinery and so forth is more than enough hint.

It's not really fair to use in-game A.I. to determine a certain character's level of intelligence.

If we were to use that reasoning, then a lot of actual human or known intelligent characters should be considered stupid as well.
For example, it's easy to put Dante in an endless Buster loop when you fight him in DMC4.
Fire at him and he fires back, making him vulnerable to a Buster. You can do it multiple times and he never learns.

The same could be said about human enemies from games like Deus Ex: Human Revolution or the Metal Gear series.
