Several realistic explanations at hand.

1. He's married to the job, maybe he does care about Jill on another level, but has no time for it right now.
2. He does care about her, can't express it very well .But this is less likely as you'd get some more "happier" or intimate moments between the two.
3. Asexual. Not really into anyone.

The series just doesn't focus on relationships, which I personally think is a good thing.

Chris is probably just married to the job, he cares more about the mission than getting in Jill or anyone else's pants.

Exactly. It's not like Chris and Jill are the only ones awkward around one another. You'd think over the 10 years these "couples" have known each other, they at least would have expressed their feelings but nah. CAPCOM doesn't want relationships, there hasn't been a single one in the series aside from the unions of the characters' parents that made the main guys and gals.

Everything else is hinted flirtation. Even action movies get a kiss in there rather than "awkward smile and/or checking out the other person". Some go full blown sex. I have a feeling Chris's first time with Jill will end with him saying "DAMN IT!"...before punching through the bed.

Ada and Leon are a completely different matter, as that Ada is clearly dodges the chance for any kind of intimate relationship with Leon, but obviously likes him... Leon, on the otherhand is confused by why she always avoids him, but clearly wants to at least get to know her (... why doesn't she return my calls????)

Chris and Jill, regardless of actual romantic feelings for one another, is obviously just downright CLOSE with Jill. I don't think I necessarily think the two are romantically involved, but as everyone's stated, 10 years i a LONG time NOT to have feelings for one another (especially someone who's got an ass like that!)

I like the idea of Capcom trying to keep relationships in the background of the mission at hand. Most all of the characters are obviously well-trained specialists who have the primary concern of saving the world, even at the cost of their own lives. ... .. well.. Code Veronica's Steve Burnside is the obvious exception.. but c'mon, he was a dweeb!

btw's.. whatever happened to Carlo's? I'm pretty sure that Capcom was pushing for a "relationship" there with the ending pictures, but never actually settled on it.

K. Not awkward at all. Obviously a teenager's uber crush turned into love real fast over the course of a night (and maybe a few days..). But it's not like Steve WASN'T after Dat Ass. Redhead + dat ass, hell yeah.

Just an example of Capcom introducing characters and then putting them in the vault. Look at Sherry, she was gone since RE2 and finally reappeared in RE6. I don't doubt the next installment will bring back one of the following:

Barry Burton
Billy Coen
Carlos Olivera (sp? I can never spell his name right)
Nicholai Ginovaef (same deal here, but yeah...I'm one of those that still believes he's alive)
HUNK
Ashley Graham (though highly unlikely, I don't see her having any further purpose as she was useless in RE4 and her father's term as president ended awhile ago)
Ark Thompson (since Survivor's canon)
Bruce McGavyn or however the hell his name is spelled (one of the official Biohazard books claims it's canon too...though Survivor is canon for sure due to RE0)
Vector (because I want to see him as much as HUNK).

then again, that game never happened, and that WOULD be the only other example of a ROMANCE occuring in an RE game... ... but again.. Dead Aim Never Happened!!!

I don't like Ada 2.0, even if she's full-asian (I "think"...). Then again it's been awhile since I've played Dead Aim, so all I remember is her...outfit o_O...

...remember that scene at the end of James Bond: Tomorrow Never Dies... where Pierce Brosnan (007) and Michelle Yeoh (Wai Lin) are about to get rescued on the life boat, but decide to go all BowChicaWowWow instead? Yeah... that's what the ending reminded me of
