On a more serious note... Vivi didn't have a major influence in FFIX's plot, and he also had battle mechanics issues, being a dedicated mage (with Terra, Kefka, Kuja and Shantotto already in the game, I find it hard to justify the inclusion of a "vanilla" Black Mage, no matter how popular he is).

Plus, then you could put in the Cosmo canyon theme, which I quite liked in FF7.
I also vote for the Beatrix option however. She was great, and an excellent Leo reference too.
